“A complete manual on tender procedure has been submitted to the Cabinet and the government should decide on the ways it issues Third Operator license, including re-holding the tender etc.,” he said.
It had been planned that Third Operator would release its sim cards this summer but that has not occurred.
Tamin-Etisalat consortium, which was selected as Third Operator tender winner in January 2009, was dismissed from the project because of failure to fulfill its obligations. The government has started negotiation with Zain-Iran consortium, the tender’s runner-up, but they have not reached any agreement.
