According to article 25 of the Constitution, any unlawful recording or divulgement of phone conversations, telegram or telex messages or not delivering them to their destination would be regarded as tapping and subject to prosecution.
The same would apply to sms messages and MMS.
Also, article 582 of Islamic Law rules that Government personnel dealing with people’s phones or letters are not allowed to divulge them, except in special circumstances, or they would face 1-3 years imprisonment or 6-18 million rials fine.
